You know the more I look at it, the more I think you are correct. It looks more like corrosion from salt rather than rust. I'm now concerned that if engine pipes under bonnet are like that, what the lower suspension and the bits I can't see are like.............One assumes, as with many things, it will all depend on how well the PO looked after their vehicle, where it was parked etc.
This one looks like it was parked somewhere salty.
I recently got my middle one a second hand car that has spent its life in South Shields. The amount of rust related issues we have had from the salty sea air has been an eye opener.

The rust is inconsistent... for example (image: top right) the right hand section of pipe is okay, rust is just on the left section ... looking at the whole image.... it's as though something (corrosive) has sprayed just over certain areas of components.Looked at my first cali ( 2014) yesterday.
