Goodyear Vector Cargo 215 60 R17C 109 or R17 104 load rating /legality (and which is best)

I need two new front tyres to match the rears.

Regarding the Goodyear Vectors I am wondering if most of you favour the:

van spec: GOODYEAR 215 60 R17 104/102H R17C 109/107T
or the lighter loading GOODYEAR 215 60 R17 104/102H

To be clear i'm talking about the loading (e.g. 109) not the speed rating.

Are either legal on the california or just the R17C?
