stuck fresh watertank drain valve

T6 california ocean. Our fresh watertank leaks through the drain, although I had it closed. I filled the fresh watertank and closed the drain several times. But the water keeps leaking and in half an hour the watertank is empty. I noticed that when I turn the valve anticlockwise it does not make the full 90 degree turn. Like something got stuck in the faucet at the bottom. The dealer could not easily reach it, but said it could be costly because they woud have to remove the whole tank! Tried again to open/close the valve several times, flushed and filled the tank several times, even tried to use a water vacuumcleaner with a hose through the filling pipe to suck the thing out. Is there a way to reach the drain from underneath and blow the valve clean? or any other suggestions?
 
Perhaps if you follow the thread about replacing the pump - you may be able to stick your arm inside the tank and feel if there is something stuck in the waste ?

If you look at the enclosed Diagram. Part 13 is the drain valve and Part 21 is the combined Gas Dropout and Water drain outlet .

Have you eliminated the possibility of a foreign object behind the valve handle stopping it closing fully?

Thanks! So If I put pressurized water through 21 (if I can reach it) I run the risk of filling the gastank (or the ducts leading to it when closed) with water? Can you reach parts 10, 11, 13 easily?

Put the lever between positions 1 & 2. Slightly loosen the nut on top of the fresh water drain lever then turn the lever anticlockwise about 20mm and re tighten the nut. Turn the lever clockwise until it stops and the drain valve should now be fully open. Loosen the nut and put the lever in its normal Open position 2 and re tighten the nut. Return the lever to Closed 1. Fill the tank with water and check there are no leaks.

You’ll need to remove the plastic underbody cover first.
