Fuses under passenger seat T5 2008?

How do you get to the fuses under the passenger seat? Do I have to remove the seat? Seems impossible to access the fuses otherwise.

You just spin the chair a half turn (at least that's what I do on my 2015 T5.1). You might need to slide the chair to an appropriate position to give you more room.

Afterwards you should see something like this:
