Hot steering column

Whilst driving.air con working fine. All vents blowing cold. But got hot air blowing out the base of the steering column. The column is noticably warm to the touch.All the time when the fans on. There's no air vent down there so bit baffled. It's cooking my nuts on hot days and long drives. Tried that flap reset thing had the 2 leds flashing but made no difference. Any ideas?

There are 2 vents below the dashboard directed towards the footwells.
