Cooker burner available?

The top of one of my burners has become detached. It doesn’t affect performance if you line it up.

How has it become detached, surely it’s held on by those 2 bolts/screws?

So it’s the top cover that’s loose. I guess it’s a result of use over a good period of time. The picture above shows screws but on mine they look like rivets that have failed.
