basically, turn the cap/switch until the dot is over the two-arrows symbol. Then you can take the cap/switch off and the bulb out.

This means, turning the light out, and then put some force on it to turn it even more off. Then just watch out the light bulb doesn't fall out and disappear, or worse, breaks, and shatters glass everywhere (it's tiny, but might cut you somewhere with blood everywhere, and you probably have the light grey fabric seats?).
